Wait six weeks and test. If the nitrates are high, do a water change to bring them down, then wait two weeks and test to see if they level out. They should if your tank is properly denitrifying.

ok is it ok that besides the hichhikers (bristleworm, featherdusters, aiptasia, green hair algae) there is nothing in the tank. will that effect the bacteria.

I GOT A PO4- TEST KIT THE OTHER DAY AND I GOT A READING OF 0.2PPM. THIS IS LOW RIGHT. I CANT FIGURE IT OUT IF MY NITRATES AND PHOSHATES ARE LOW HOW CAN I HAVE SO MUCH ALGAE????

May be silicates, but it's probably just because you have a new tank. It's very common for new tanks to go through this.

But how long are your lights on? How old are they? What kind are they?

I HAVE A CUSTOM SEALIFE 96x4 PC LIGHTS, THE BLUE LIGHTS ARE ON FOR 11HRS AND A 1/2 AN HOUR AFTER THEY COME ON AND A 1/2 AN HOUR BEFORE THEY GO OFF THE WHITE LIGHTS ARE ON. sO THE BLUE IS ON FOR 11HRS AND THE WHITE FOR 10HRS. tHE BULBS ARE 1.5 MONTHS OLD

Probably just 'new tank syndrome' then. If you cover all your bases, you should ride it out.
Think about an R.O. filter if you don't have one.
