Hey thats a good clue,
When you turn the ballast on and the radio reception gets messed up that mean's that you dont have suffecient power on that outlet. Basiclly you have too many things pluged in on that one circut. I dont think it will make your light's burn out but electricity is wierd like that. Try another outlet, one way you can tell what is plugged in where is to go to the main panel and see if the breakers are labeled. and turn off one at a time and see what is powerd by that circut. You really should have a dedicated circut (no power bieng shared) to your fish tank. I am planning on writing an article about dedicated circuts so I will have that up asap. Untill then do some testing and use the outlet with the least used.
