Filters clogging too fast

Here in the last month or so I have had to change my filter catridges every other day because the water is over flowing over the top of them, They are a little dirty but nowhere near dirty enough to be overflowing , It is happening in both my emperor 400 and skilter 250 and I dont know what to do about it or why this is happening. I only have 3 fish in the tank 2 clowns and 1 kole tang and I have about 35lbs. of rock that has been there for 2 months. Has anybody else had this problem or anybody that knows what this could be caused by?

I am not familiar with those filters so I'm of no use to you. It can't be anything the fish, the rock, or the substrate are producing. Is the filter media packed too tightly?
