And i noticed it gives a Percentage of "karma" to a person by the "givers total karma point" , that make sense ?

This is the karma button. You can give/receive karma for various reasons. Giving good advice, posting a pic of a new fish or coral. It's basically a way of saying thank you, good job, nice fish, killer coral, that sucks, sorry for your loss etc. . You can check your karma at the very bottom of your profile page.
