Default Should I do a water change

Got a ? about water change. Well tank been up and running now for 5 weeks this sunday, I been testing my water about 2 times a week. I have 2 clowns fish and in the last 2 days the 1 been sitting on the bottom of the tank maybe 5-10 mins and then starts to swim fine and then she does it again after a few hours but today shes hiding behind a rock where i cant see her and been there for about 1 hour or more but the other clown is been swimming around just fine so i start to check my water again:

Temp:78.1
S/G: 1.021
ammonia:0
Nitrite:0
nitrate:10 and been at 10 for the last 2 1/2 weeks
ph:8.0
is my tank cycled?
should i do a water change of just wait it out?

1. How did you start the cycling process and how soon after you poured the water in the tank did you add the fish?

2. During your testing did you see a rise and fall in ammonia, nitrite and nitrate? A reading of 10 for nitrates is nothing to be alarmed about. Just make sure they don't rise.

3. Your salinity seems a bit low. Bring it up gradually to around 1.025

Five weeks is way too early for doing water changes. I would stay the course. Clowns are fairly hardy fish so I wouldn't worry about them just yet.

I'd wait at least 12 weeks, your not even halfway there.
