plannin to ge a bigger tank soon was wonderin can i add the nitrate and phosphate sponge when im cycling the tank or after im done with the cycling? cheers for any help.

Let nature take its course and just wait it out. No phosphate, nitrate sponges or water changes IMO.
Proper routine testing of your water is beneficial to check the staus of the cycling process and where your tank is in relation to this process. Also you want to make sure that your tanks cycling is totally finished to avoid disasterous results!
