does the "neon" come off easily are is it hard like coraline? if it is hard then yes new coraline growth but if its slippery and comes off easily i wanna say film algae, which my snails love.

If it fizzles in vinegar, then there is or was probably coralline. Not necessarily coraline though, sometimes coralline dies and gets covered in green algae. There are some hard non-calcerous green algae also. Most likely though, it will begin to turn purple as your tank matures more. Regardless, this is a pretty common sign that your tank is maturing and coralline is about to start taking over. If it stays green without purple/pink coraline showing up, you may have high silicates, as there is some theory floating around silicates can discolor coralline and turn it greenish. Or could be green coraline, although some say this is actually fairly rare.
