Your tank may not be fully cycled yet... let alone mature enough to support 2 tangs. Salinity should be 1.023-1.026 max. Tangs are touchy, require everything to be right. The more you do to the fish (especially tangs), the more stressed they are. Freshwater soaks may "kill it with kindness."
