The QT and DT should be the same salinity and temp. Salinity in the QT should be adjusted (slowly) only when being used as a treatment center. Once the treatment is finished the salinity should be again adjusted (slowly) to match that of the DT.

You may, I guess, keep different salinity levels but you would need to acclimate the fish with every transfer. (more stress)!

IMO salinity of 1.010 - 1.011 is rather low.
