Unhappy Oolitic sand question

I have a question regarding sugar fine Oolitic sand. 4 mnths ago I started a reef aquarium with 50lbs of live rock and a 4 inch DSB. Because of financial reasons I couldn't continue with the setup. So,....... and it pains me to say it even now,......I stopped all equipment connected to the aquarium. Needless to say everything obviously died off

As of now my financial situation is ALOT better thank god, and I want to begin anew. So at this point all of my equipment have been cleaned, and I am ready to start cycling again.

My only question is about the Oolitic sand. During the time period that I stopped the equipment, I noticed black, some purple coloring within the sand, it obvious that the coloring is a mix of dead organisims and probably algae.

The question is,.... would it be better to buy new sand or clean the existing sand with Tap water, so I don't have to spend money that could be used to buy more live rock or other equipment. I don't mind buying new sand, but at the sametime why spend when you don't have too. Any suggestions and opinions are great appreciated.

P.S. Don't ask why I did what I did, thanks.
