Have you moved the water level slide thing down to lower the water inside the mixing chamber so that it's about 1/2 inch lower then the throat ? That way the water will have a longer dwell time with the air and then the building foam will have a expansion area .. Skimmers take some tweaking take two out of the box and both will act totally different in their operation even on the same tank Air inlet and chamber water level are the key to adjustment.
