1. yes I would scrap off the rock of all the excess wastes that you dont want

2. Curing in fresh NO!! curing is to let the dead and dieing off orginisims finish off their decomposition. Adding freshly decomposing rock to your tank it creats ammonia and nitrate spikes in a system (although it can be done).
The freshwater will Kill off any off the good bactirea that you want the live rock for.
