I would try your local pet shop for both as shipping will be kind of pricey...Plus that money save can go towards stocking your tank.
Also see if you can get a few handfuls of some mature sand from an established tank at your local pet shop to start the seeding and get the ball rolling with the cycle.
Read and research now more than ever as well to help you familiarize yourself with livestock, water parameters etc.
