Unhappy Someone PLEASE help me!

I just moved my fish tank and used 1/3 new water to 2/3 of the old water. I hadn't hooked up the filter, bubbler or heater and not even 24 hours later one of my sharks is laying on his side with red eyes and the other is covered in white stuff that looks cloud like all over his body on one side and on both of its eyes. It's late and i cant get to the store untill tomorrow and even when i do i don't know whats wrong. Are the suffering from the same thing? my heater, filter and bubbler are on now but it doesn't seem to matter.
