Default Nitrates

Since I added about 60lbs of live rock to my tank over three weeks ago, no matter how many water changes I do I can not get my nitrates back to 0. They have been stuck at 20ppm, the other test come in at nitrites at 0, PH at 8.4, ammonia at 0.25 ppm, and salinity 1.023. My sand bed is only 2 inches deep, do I need to add more sand to get this down?
