Is this new? you have an established tank....shouldn't be skimmer..if it's broke in already....

probably need more details specific to problem..possibly photos...
you might have an air leak in some of you tube..sucking in air along the way...wet.dry....possibly gettting aggitating bubbles from bio-balls area...(dont know anything about a CPR...) , being sucked up by the return pump...do you have a sponge between the bio-ball and pump area?

any addition of chemicals???
