Default Filters clogging too fast

Here in the last month or so I have had to change my filter catridges every other day because the water is over flowing over the top of them, They are a little dirty but nowhere near dirty enough to be overflowing , It is happening in both my emperor 400 and skilter 250 and I dont know what to do about it or why this is happening. I only have 3 fish in the tank 2 clowns and 1 kole tang and I have about 35lbs. of rock that has been there for 2 months. Has anybody else had this problem or anybody that knows what this could be caused by?
