Probably bryopsis or hair algea. It's part of most people's expieriance with a new tank... I tried and tried to get rid of mine, and it just started dieing back on its own. I would recommend a janitor pack and to be very patient. You can also scrub it gently off w/ a toothbrush to try and keep it from getting too long. Some tangs will eat it as will snails and stuff, but they don't seem to impact it when it is in full bloom.
